Digital transformation has reshaped development communication by expanding access to information and strenghtening community participation.However,digital literacy disparties remain a major challenge in rural areas,particurarly among women eho often face limited acess to and productive use of digital technologies.In Indonesia women farmers group (kelompok wanita tani-KWT) play a strategic role ini supporting food security,local economic empowerment and commubity based tourism development.Nevertheless most empowerment programs continue to emphasize agricyltural production and business capacity while playing insufficient attention to development communication supported by digital literacy.Furthermore,previous studyes has generally examined digital literacy,woman empowerment and rural tourism as separate topics,leaving limited conceptual integration among these perspectives.this conceptual paper aims to develop  a development communication framework based on digital literacy to empower women farmers group in supporting the sustainable development of Brongkol Tourism Village Sleman Regency. The studyadopts a qualitative conceptual approach throught an extensive literature review of schorarly articles,academic,books goverment policy document and reports from international organozations. The conceptual synthesis integrates development Communication theory,Diffusion of Innovation theory,Digital Divide theory and UNESCO's Digital literacy Global Framework.The proposed framework possitions participatory development communication as central mechanism for enchanging digital competencies throughcollaborative learning,knowledge sharing,digital conten creation and strategic use of digital media.Strenghtened digital literacyis ecpected to improve the communicationcapacity of women Farmers Groups,expand market access for local products,enchange tourism promotion and increase women's participation in sustainable development. The proposed framework contributes to the literature by integrating development communication digital literacy womens empowerment and community based tourism into a comrehensive conceptual model that can guide the design of more inclusive and sustainable digital empowerment programs in rural communities
