In improving the quality of education is one important factor is the performance of teachers, the Government issued a budget to 20% as mandated by law, therefore teacher performance should be balanced with a fair reward and punishment of government regulations. In order to assist the management of the school, then built a system that can later be used as the standard of competence assessment with several teachers. This system is known as decision support systems using Fuzzy Analytical Hierarchy Process method. In making the decision with this method with several stages which is a unity that must be done systematically. This system is built with Microsoft Access as a maker of GUI and Microsoft Excel as manual mathematical calculations. From the test results, the system can determine the order of priority for PNS teachers for promotion and the order of priority for non PNS Teachers to labor contracts with the assessment objekif compared to manual calculation. Software created can be accepted by the management, with the results of software testing methods Software Quality Assurance.
