To fulfill the need for information for a corporation to fix its strategy is not loose from the need for information technology which is able to formulate an information system so as to produce the information needed which is fast, correct, exact and complete for internal as well as external information. Some researcher investigation research that ascertain success in the development information system, involvement and participation in a planning needed as a fact that influences user satisfaction. Beside that, user expertise also needed for the ascertaining of success, the practising and the execution of a certain information technology can influence user satisfaction. So that the target will be reach in this research tests an influence to the relationship between user participation in the development information system to user job satisfaction and also tests user expertise as a moderating variable, wether it has an influence to the relationship between user participation as well as user satisfaction in their work concerned. Object of this research is Bank Perkreditan Rabat (BPR) Se-Eks Karesidenan Semarang. Whereas the respondent forming the sample in this research are end users of information system in BPR totalling 41 persons. The mentioned sample is taken using a questioner method send by post. Analysis of the data used is the regression analysis. The result of the research shows significantly that there is a positive influence between user participation in the development information system concerned and user job satisfaction of information concerned which means that the first hypotheses is accepted. So it is with the second hypotheses which can be accepted because user expertise as the moderating variable which has a positive influence towards this relationship between user participation and user job satisfaction of information technology concerned. A complication which can merge in this research is that it is important for managers of BPR in the development information system to pay attention on human resource or the science of the present technology of the information system, because it has been proven that the level user expertise or skill of the users towards information system, more or less, gives the differences in participation level in the use and development information system based on computer. Untuk memenuhi kebutuhan informasi bagi perusahaan dalam menentukan strateginya tidak terlepas dari kebutuhan akan teknologi informasi karena teknologi infonnasi mampu memfonnulasikan sistem informasi sehingga dapat menghasilkan informasi yang dibutuhkan secara cepat, tepat, cermat, dan lengkap baik meliputi informasi internal perusahaan maupun ekstemal perusahaan. Beberapa peneliti melakukan penelitian bahwa untuk menentukan keberhasilan pengembangan sistem infonnasi, keterlibatan dan partisipasi dalam perencanaan dan perancangan sistem merupakan faktor yang dapat mempengaruhi kepuasan pemakai. Selain hal tersebut keahlian pengguna juga merupakan salah satu penentu kesuksesan penerapan suatu teknologi infonnasi yang akan mempengaruhi partisipasi yang diberikan pengguna. Sehingga tujuan yang hendak dicapai dalam penelitian ini adalah untuk menguji pengaruh antara partisipasi pemakai dalam pengembangan sistem informasi terhadap kepuasan kerja pemakai teknologi informasi yang bersangkutan serta menguji keahlian sebagai moderating variable apakah mempunyai pengaruh terhadap hubungan antara partisipasi dengan kepuasan kerja pemakai teknologi informasi yang bersangkutan. Obyek penelitian ini adalah Bank Perkreditan Rakyat (BPR) Se¬Karesidenan Semarang. Sedangkan responden yang menjadi sampel dalam penelitian ini adalah para pemakai (end-user) sistem informasi di BPR yang berjumlah 41 orang. Sampel tersebut diambil dengan menggunakan metode kuesioner yang dikirim melalui via pos. Teknik analisis data yang digunakan adalah dengan mengunakan analisis regresi. Basil penelitian menunjukkan secara signifikan terdapat pengaruh positif antara partisipasi dalam pengembangan sistem infonnasi dengan kepuasan kerja pemakai teknologi informasi yang bersangkutan atau hipotesis pertama diterima. Begitu juga dengan hipotesis kedua dapat diterima yaitu secara signifikan keahlian pemakai sebagai moderating variable mempunyai pengaruh yang positif terhadap hubungan antara partisipasi dengan kepuasan kerja pemakai teknologi informasi yang bersangkutan. Adapun implikasi kebijakan yang dapat dimunculkan dalam penelitian ini adalah bahwa penting bagi pihak manajemen BPR dalam pengembangan sistem informasi untuk memperhatikan sumber daya manusia atau pengetahuan akan teknologi sistem informasi yang ada karena telah terbukti bahwa tingkat keahlian atau pemahaman mereka terhadap sistem informasi sedikit banyak memberikan perbedaan tingkat partisipasi pada penggunaan dan pengembangan sistem informasi berbasis komputer.
