Assessment is a step used for the determination of the policy of the learning process on a class scale or national scale. The School of The Formation of Officers of Educational and Training Institutions Setukpa Lemdiklat Polri Sukabumi, is an element of implementing education that prepares learners from Brigadier Polri to become the First Officer of the Police who aims to form a Police Officer as an honest, professional, and trusted leader to improve excellent service. The assessment procedure applied by Setukpa Lemdiklat Polri is still less efficient and effective, where all is still done manually by going to each class to give assessments to learners, this has an impact on the process of calculating the recapitulation of the assessment of learners for quite a long time. In addition, the assessment system is still manual, using paper media that can cause data loss, data damage, and also the amount of data received by the Sukabumi Police Department from various police schools outside the area making the process of receiving data long to be received. In this study the authors used RAD and Model View Controller in their application development. The scope in the writing of this thesis is wrapped in: Data subjects, student data, value data and reports, recapitulation of values that can later be accessed by learners and educators.
