This study explores the practice of bureaucracy in organizational communication at the Menteng Atas Sub-district Office, using Max Weber’s bureaucratic theory as the analytical framework. The research focuses on how both vertical and horizontal communication patterns are implemented within the organization and to what extent Weber’s bureaucratic principles are reflected in the local government structure. This study employs a descriptive qualitative method, with data collected through in-depth interviews, participant observation, and documentation. The findings reveal that the bureaucratic structure of the Menteng Atas Sub-district Office generally follows Weberian characteristics, such as a clear hierarchy, division of labor, and written regulations. However, in practice, several challenges persist, including highly formalized and one-way communication, dominance of vertical channels, and limited use of digital communication tools. These constraints have an impact on the effectiveness of public services. Therefore, strengthening internal communication, optimizing digital media, and developing more adaptive communication SOPs are recommended to improve organizational performance.
